Being a landlord in 2025 means navigating a complex web of safety regulations. Failure to comply can result in fines up to £30,000, invalidated insurance, and serious legal liability if a tenant is injured. ELECSI works with landlords across Ipswich, Bury St Edmunds, Felixstowe and all of Suffolk to simplify compliance. Here is your complete guide to landlord safety certificates.
The Electrical Installation Condition Report (EICR)
Since 1 July 2020, every rental property in England must have a valid EICR, renewed every 5 years. The inspection covers fixed wiring, consumer units, sockets, light fittings, earthing and bonding. If C1 or C2 codes are found, remedial work must be completed within 28 days. ELECSI provides:
- Comprehensive EICR testing for all property types
- Same-day certificate issuance
- Immediate C1 and C2 remedial work
- Portfolio management with automatic renewal reminders
- Discounted rates for 3+ properties
Smoke and Carbon Monoxide Alarms
Since 1 October 2015, landlords must install at least one smoke alarm on every storey and a carbon monoxide alarm in any room with a solid fuel appliance. From 1 October 2022, this was extended to include all fixed combustion appliances including gas boilers. The alarms must be tested and working at the start of each new tenancy. We install, test and maintain landlord-compliant interlinked smoke and heat alarm systems across Suffolk.
Portable Appliance Testing (PAT)
While not legally mandatory for all landlords, PAT testing is strongly recommended for any property where appliances are supplied — fridges, washing machines, kettles, irons, toasters. Many letting agents and insurers now require annual PAT testing as a condition of cover. ELECSI offers combined EICR + PAT packages at discounted rates for landlords.
Fire Safety for HMOs
Houses in Multiple Occupation (HMOs) face stricter fire safety requirements under the Housing Act 2004 and the Regulatory Reform (Fire Safety) Order 2005. Requirements include:
- Fire risk assessments conducted annually
- Interlinked smoke and heat alarms throughout
- Fire doors on kitchen and high-risk rooms
- Emergency lighting in common areas
- Fire blankets and extinguishers in shared kitchens
- Clear fire escape routes with illuminated signage
ELECSI provides full HMO electrical and fire safety compliance packages, including installation, testing, certification and ongoing maintenance.
Building Regulations and Part P
Any notifiable electrical work in rental properties — including consumer unit upgrades, new circuits, and bathroom or kitchen rewiring — must be completed by a Part P registered electrician and notified to building control. ELECSI is NICEIC registered and handles all notifications directly. Your tenant and local authority receive compliance confirmation automatically.

We offer a comprehensive landlord safety package that includes: 5-year EICR with renewal reminders, annual smoke and CO alarm testing, annual PAT testing, emergency call-out cover, and a dedicated landlord account manager.
